When the hour is 04 or 14, the minutes can be 04, 14, 24, 34, 40–49 and 54 which is 15 possibilities for each hour
For the remaining 22 hours, the minutes must be 44
Which means the total is 2 x 15 + 22 = 52.
Please explain how does you answer come to only 4 times?

The answer is 3 ways right. If the square is added at the bottom left. There will be a diagonal line of symmetry.
Question 18 = 3 ways instead of 2. the diagonal line of symmetry when you add the block to the horizontal line
